President Bush's proposed budget for FY09 eliminates $25.5 million for the Reading Is Fundamental (RIF) Inexpensive Book Distribution Program. Unless Congress reinstates funding, RIF will be unable to distribute 16 million books annually to the nation's youngest and most at-risk children. According to RIF president and CEO Carol Rasco, the program is authorized under the Elementary & Secondary Education Act (SEC.5451 Inexpensive Book Distribution Program for Reading Motivation) and is not funded through earmarks.
